"In a word where beastmen exist. One country inhabited by beastmen, and one country inhabited by humans." Near the border of the two countries, a number of human corpses are found with wounds that look like they were attacked by a beast. In the human country, Bokkai, the murders become known as the "Loup-Garou Incident," and threaten to cause a rift in the long held international relations. Our protagonist, Light, is a journalist from Bokkai. Like everyone else, he's interested in the Loup-Garou incident, so in order to cover the scoop he goes to the beastman country, The United States of Corona. Light is determined to reveal the truth, sometimes to the point of putting his life on the line, and sometimes to the point of using underhanded methods. He is taken into custody by Corona's police agency, the Public Security Bureau of Investigation, due to suspicious behaviour, but he just sees this as a chance to get information from the beastmen on the investigation team.
